Backside of the portrait: "Scumpului meu Bădie Alecu. 20 Februarie 1909, Constanţa" ("My dear ... Alecu. February 20, 1909, Constanţa").
Am I right with the dedication and translation?

Yes. "To my dear Bădie Alecu". "Bădie" (or "bade" -> "bădie" = "bade" + suf. "ie") is a polite, respectful term (used especially by peasants) when somebody addresses to an older man.

The A looks more like an D.

Photo No.2 that puzzles me a lot

Fragment 2 - never seen before collar patch and shoulder cord.

The reenactors said that, although it is not sure, the collar patch could be from a ”sign shooting” association.
After 1878, many ”sports, gymnastics and sign shooting” associations were established, encouraging young people to get used with fire arms.
