Who is that guy - what branch of service and rank? The seller I've got it from assumed he is an officer of Admin (Nachsub) - Intendenta.

I would say the information and timeline is right , the epaulettes have double wire that indicates indeed that he is an Lieutenant.
Any ideas regarding his rank and possible period the photo was taken?
Here's the info I've got from the seller: "He is a Lieutenant in the Intendenta troops (Supply and Admin - Nachsub). I reckon is from the 1920 - 1930 period, judging from the uniform style". Could you please comment on this?

Andrew, I am not shore please take a look at this and tell me what you think.
3) Neck award is the Comandor Order of the Order of the Orthodox Knights of the Holy Sepulchre (Ordo Equestris Sancti Sepulcri Hierosolymitani). This award was established in the end of the XIX century and was awarded by the Patriarchy of Jerusalem approximately up to the 1940s and then again from the beginning of the 1980s.

Awards are correctly identified, thanks for the identification of foreign awards!
High-ranking Romanian diplomat possibly an ambassador. Photo is dated 1938.
Note that the shoulder belt is from the Serbian Order of St.Sava, Grand Cross which I also indicated with an red arrow in the image attached,
the breast star is also from Serbian Order of St.Sava

Here we have Greece Order of the Orthodox crusaders of the Patriarchy of Jerusalem and it main element looks exactly like in my photo. So that means this diplomat was awarded Greece Comandor Order of the Orthodox crusaders of the Patriarchy of Jerusalem, am I right?
I think we have here the Grand Cross, ”black enameled cross and green enameled laurel wreath”
I am also confused by the different name but I think the Greece Order of the Orthodox crusaders of the Patriarchy of Jerusalem is the more correct one.

On the back writes ”Lt. Col.” - Locotenent Colonel.
All I can say is that he probably is a major (?) in Intendenta si administratie.
Awards are Ordinul Coroana Romaniei fara spade оn grad de Cavaler (Model 1881) and Crucea Comemorativa a Razboiului 1916-1918.
In combination with the epaulettes and time period, it must be Parade Uniform.
What did white shoulder belt signify
I am not aware of any different ranks.
I assume that ranks in administrative service were different from the common military ones, do you have any idea of their correct names?

Could you please let me know his branch of service judging from the cockade?
